Projects that Benefit the Environment
Training of Chinese CEOs on environmentally sound investments
and how to include Environmental Impact Assessments in their investment plans
and cost/benefit analysis
The project will build on an ongoing UNDP project, which is developing training
packages for its target group and will fund the resource persons from a Chinese
Management Training College to conduct a number of these courses. The ultimate
aim is that such courses will run on a self-financing basis. Required funding:
US$60,000.
Environmental compliance through voluntary agreements,
community pressure and green marketing
The project, under the auspices of the State Environmental Protection Administration,
will pilot a series of measures to enforce environmental compliance in a pilot,
polluted county. In turn, the participating companies will receive technical
advice on how to market themselves and their products as "green" products.
Finally, the project will seek out locally responsible NGOs that can monitor
environmental compliance in the county. Required funding: US$60,000
Training of loan officers in a Chinese commercial bank
on how to assess loan applications for their environmental impact
The project will work in the context of ongoing training of loan officers at
training facilities of the Banks. It will fund the development of a training
package and run a number of courses to refine the package and methodology, which
should then become a standard part of future training courses. Required funding:
US$50,000
Projects that Relate to Improving Technology and its Training
Start up assistance to telecenters in remote rural areas
and in urban neighborhoods of small and medium sized cities in Central and Western
China
The project aims at closing the widening digital divide between rural and urban
East and West/Central China. It will provide access to useful information for
members of the community relevant to their economic activities, the education
of their children and their general well-being. Each center should also provide
access to poor households for telephone, TV and the Internet, where feasible.
The project will equip the center and train a number of staff to manage and
maintain the center in good working order. The project is closely related to
UNDP's ongoing poverty alleviation projects in 48 rural counties and 12 urban
districts for the creation of modern community services. Required funding: US$15,000
per center
Enhancing women's level of computer literacy
The sale of PCs and the use of the Internet are seeing phenomenal growth in
china. But most users at present are urban-based, male and under 30 years of
age. Women seem to take much less enthusiastically to these new means of communications
and information sharing. The project aims at developing and running, in collaboration
with women's group, a series of courses to familiarize women with the use of
computerized system, and to develop a standard set of training material, which
can be used easily. The project is similar to the UNDP project that is training
women on environmental issues. Required funding: US$80,000
Projects that will Help Improve Trading Practices
Developing e-commerce and promoting freer internal trade
This project, under the Ministry of Internal Trade, aims to facilitate intra-provincial
trade within China. Three provinces will be studied and the barriers to trade
listed. A workshop and roundtable between concerned officials and leading businessmen
in the provinces will be held, and steps to improve trade established. Key provincial
figures will be convinced of the benefits of freer trade. In a closely related
event, representatives of leading cities in china will be put in touch with
e-commerce developers, and the use of e-commerce as a tool to facilitate intra-provincial
trade will be developed. Required funding: US$80,000
Training on the role of competitive bidding in a market
economy
The project aims to improve procurement practices in China. Specifically, it
will raise awareness on the needs for professional competitive bidding in a
market economy. It will highlight how competitive bidding can be effectively
used as a tool against corruption, and it will develop competitive bidding skills.
The project will target concerned officials on the national and the provincial
level. Required funding: US$60,000
Training of DOFTEC staff, especially in the Western region,
on WTO entry challenges and opportunities
The project aims at familiarizing DOFTEC staff with the service function, they
will have to assume to facilitate new investments from private enterprises and
how to interface with local authorities to create an enabling environment for
potential investors. Required funding: US$60,000
Other Projects
Equipping legal aid centers with basic communications facilities
Under the Ministry of Justice, some 800 legal aid centers have been set up throughout
China to provide legal assistance to poor citizens who would otherwise not be
able to seek legal recourse against other parties. Many of these centers lack
basic equipment, such as a computer, a laptop and a fax machine. The project
aims at providing such basic office equipment to these centers. It is closely
related to the UNDP ongoing project, which provides professional training to
staff these centers. Required funding: US$60,000 for ten centers
Connecting teacher training colleges in Western and Central
China to the Ministry of Education's long distance learning
The ministry of Education is paying particular attention to maintain the same
quality of teaching throughout China. To facilitate this, an Internet-based
long distance learning system is being put in place aimed in its first phase
at enhancing teacher training by sharing curricula and teaching aids among universities.
This project aims at connecting teacher training colleges in remote areas to
this system so that they can benefit fully from this new, quick and efficient
system of knowledge sharing. It will provide some basic equipment, train staff
to operate the system and to monitor the viability of the connection over a
12 month period, after which it is assumed that the connection will be up and
running on its own. Required Funding: US$20,000 per connection
